Preheat the oven to 425°F.
Line a baking sheet with parchment paper or lightly grease it.
Whisk together the flour, water, garlic powder, onion powder, salt, and pepper in a large mixing bowl. The batter should be thick and smooth. You can add a little more water if the batter is too thick.
Add the cauliflower florets to the batter mixture. Make sure each piece of cauliflower is well coated. Shake off any excess.
Place batter-coated cauliflower on the prepared baking sheet in a single layer.
Bake for 20-25 minutes until the cauliflower is crispy.
While the cauliflower is baking in a small bowl mix the buffalo sauce and butter (or olive oil).
Once the cauliflower is finished baking, remove it from the oven. Put cauliflower in a large mixing bowl. Top with the buffalo sauce mixture, making sure each piece of cauliflower is well coated.
Return the buffalo sauce-coated cauliflower to the baking sheet.
Bake for an additional 10-12 minutes. Remove from oven.
Serve with ranch or blue cheese dressing and celery sticks.
